Instructions/Guidelines to the Candidates
1. Candidates are asked to be at Eaglequest Golf Course (7778-152 Street) at 5:40 pm.
Program Time: 6:00-8:00pm
2. Seating for Mayor and Council candidates is on the stage. Mayoral and Councillor candidates, podium and Master of Ceremonies will be on raised platform at centre of front area. All Candidates will be seated on the stage.
3. Moderated by Arthur Coren, Kwantlen Polytechnic University School of Business
4. Candidates will not be asked to deliver opening or closing statements. Reference to the Surrey Election website for an overview of all candidate backgrounds will be indicated.
5. Timing will be strictly enforced. Response to questions is only one minute. Two timers from a local Toastmasters Club will keep time. When the speaker has ten seconds left the red card will be raised, after which the speaker will be clapped down.
6. All questions will only be in written form.
7. There will be no breaks
8. Each candidate will be given 4 red cards. These 5 cards will be collected by the Moderator, Arthur Coren, as you go up to the microphone to speak. This means that a candidate will only be speaking a maximum of 4 times. This also means that candidates need to be selective on which questions they answer. This system is put in place to ensure we end on time at 8pm. There will be 4 microphones on the stage. If additional time exists, then we can ask open questions to candidates willing to answer those questions.
9. Questions will not be sent in advance to the Candidates.
10. Panelists will be asking questions that are pre-written by audience members and
by the Surrey Board of Trade Directors/Fraser Valley Real Estate Board Directors.
Questions will be organized in the following areas, and asked by our panelists:

SBOT CEO, Anita Huberman and SBOT Policy Manager, Ray Hudson):
A. Crime (Panelist: Jock Finlayson, BC Business Council)
B. Environment(Panelist: David O’Sullivan, PW Trenchless)
C. Industry(Panelist: Brenda Lee, Fraser Valley Real Estate Board)
D. International(Panelist: Greg Timm, Pacific Customs Brokers)
E. Social Policy(Panelist: Gerard Bremault, Centre for Child Development)
F. Taxation(Panelist: Nissar Dalal, VanCity Business Banking)
G. Transportation(Panelist: TBC, PCL Constructors Westcoast)
